Sorry, I cannot do anything here. I have checked the file and contents, and it seems to be from 2000, which is quite old and babel has seen several changes since then - in particular the separation of the languages from the main packages. As long as no one interested in Belarussian babel support takes over the sources, adapts them to current babel, and upload them to CTAN, there will be no support. I suggest you to contact the TeX Live mailing list as well as the babel bug database and provide links to the files, and ask if someone can take over/adjust/help.
