There are a few issues with your mirror that need to be addressed before we can add it to the mirrors listing. The mirror will need to update at least 4 times within a 24 hour period. The /debian-cd/ directory is extremely out of date, it is missing 8.3 and 8.4. Ideally check your upstream provider to find one that is current. Would it be at all possible to have the debian directories accessed with an easier canonical listing such as http://mirror.fccn.pt/debian/ and http://mirror.fccn.pt/debian-cd/?
