I use another tool to send my laptop to sleep when battery is low, so it would be nice if UPower would not interfere with it. In /etc/UPower/UPower.conf there is CriticalPowerAction option, but there is no 'no action' value for it. Not sure is it is really missing or it is just undocumented. Also UPower should log into syslog, that the CriticalPowerAction has been triggered, so when unexpected shutdown occurs, it is would be easy to identify, what happened. Otherwise it is really surprising and hard to find the cause.
