I tried to configure it in /etc/tmpfiles.d/tmp.conf but all files still get deleted on reboot.

I have this line in the file:

    D /tmp 1777 root root 30d

What can I do to prevent systemd from deleting all files in /tmp on reboot?

I also feel the severity of this bug is more than "normal" since it leads to data loss. Some may consider it bad practice to keep files in /tmp, but many people do that for some temporary files and configured TMPTIME according to their needs.

There should also be a warning in /etc/default/rcS explaining that setting TMPTIME is useless (and maybe the other variables as well?).
