please adjust tracefile generation to ensure the date line is always run
in LANG=C (or LANG=POSIX), not in whatever locale setting happens to be
around when debmirror is started.
ftpsync, the sync script for official mirrors, uses
LC_ALL=POSIX LANG=POSIX date -u
