NetworkManager uses the Linux nl80211/cfg80211 interface by default, but
also has wext as fallback.
Could you send me a debug log of NetworkManager. For that run

systemctl stop NetworkManager
NetworkManager --debug --log-level=DEBUG

The output of
journalctl -u wpa_supplicant.service
would be helpful as well.
