I have worked on a solution to this, which unfortunately splits the package up into youtube-dl, python3-youtube-dl and python-youtube-dl. You mentioned that you'd rather not split the package up, but I think it's the right way to go. It's available for you to check at https://github.com/e7appew/youtube-dl/tree/debian/nmu-1.
