Bug#815621: debmake: Handle gpl with autoconf exception better when checking copyright file?

Version: 4.2.2-1

When I use 'debmake -k' on the zfsonlinux source, I see this issue:

Pattern #23: config/*
  File: config/ltmain.sh
        config/config.guess
        config/depcomp
        config/missing
        config/config.sub
- GPL-2+ with autoconf exception
+ GPL-2.0+ with multiple exceptions XXX FIXME XXX

What is the story behind the FIXME and can the program be exctended to
understand this fairly normal special case?
