Bug#785622: Reopening and reassigning to xfce4-settings

Dear Maintainer,

I'm reopening this report because of two reasons:

1. Lxqt doesn't trigger this bug, so it must be related to Xfce.
2. xfsettingsd --replace brings back my desktop to life.
