the solution is to edit

/etc/laptop-mode/conf.d/runtime-pm.conf

and blacklist the devices by type, id, whatever. this bug is so annoying and prolific that I suggest the default should be to have usbhid in the autoblacklisted (for runtime-pm) device type list

AUTOSUSPEND_RUNTIME_DEVTYPE_BLACKLIST="usbhid"
