With ads disabled I don't see ads when I visit the Phoronix website and if I reenable ads I definitely see the difference.
The simple-adblock website does indeed show 'Not working' in both cases (unlike in Firefox+Adblock Plus). Maybe that's a limitation of the adblocking engine in Epiphany.
