This would just paper over the error that "invoke-rc.d rsyslog rotate" is undefined for running under systemd or upstart, as "rotate" is *only* defined for /etc/init.d/rsyslog. Thus if the logrotate script really wants to do that instead of directly sending a SIGHUP, then it should also call the init.d script directly. Merging with the existing bug against rsyslog.
