Dear Maintainer,

The new /lib/systemd/system/rpcbind is a mess.

First off:

/etc/init.d/nis depends on $portmap, which leads to two problems

1) rpcbind does not provide $portmap (only rpcbind.target) so nis/ypbind may be
   started before rpcbind

2) even if nis/ypbind is started AFTER rpcbind.target, it does not actually
   mean rpcbind is up (since it apparently takes time to start), causing
   /etc/init.d/nis to fail to launch ypbind properly with:

   Unable to register (YPBINDPROG, YPBINDVERS, udp)

   And then the nis script goes in to bind_wait(), which never completes
   since ypbind was never started in the first place.

Secondly, $STATEDIR/rpcbind.xdr and $STATEDIR/portmap.xdr are no longer
created (thanks, systemd!), leading to:

 rpcbind: xdr_/run/rpcbind/rpcbind.xdr: failed
 rpcbind: xdr_/run/rpcbind/portmap.xdr: failed
