Probably not. The license file was replaced with a boilerplate copy of
the GPL, but doesn't say whether the change was founded on anything else
but the sloppy 'hey, it's GPL' notice on the mpg123 homepage. Also, it's
based on Debian's 0.59r-19, and while Michael told me he'd always asked his
contributors whether they'd agree to a potential license to GPL later
on, we don't have such blanket permission for the patches integrated
into Debian. So the original license still applies, and ironically even
if 0.59r might be GPLed now, the Debian version clearly remains
non-free. So is the tarball on SourceForge.

Anyway, there's a second fork of the GPL version by Thomas Orgis, based
on the latest Debian release. Thomas got in touch with me recently and
informed me that his project and the one on SourceForge want to join
efforts and officially continue upstream maintainence[0]. I've asked him
to clear up the remaining license problems, and intend to switch to
their upstream source once this is done.
