racoon-tool syntax for peers_certfile is not in sync with the new racoon. The new racoon requires the certtype specified on the peers_cerfile stanza. ie. peers_certfile x509 "peers-cert.cer"; racoon-tool won't accept the certtype arg in racoon-tool.conf making it impossible to specify the peers certificate file.
