As per RC bug #540087, the licensing situation around dict-stardic is unclear, and it is unlikely ever to be resolved. In fact, the original upstream source has been removed from Sourceforge over copyright infringement reports. As it stands, and considering the dead upstream, dict-stardic should simply be removed.
