Why is the kernel headers package still installing a build
 link? The Wiki article at
   http://wiki.debian.org/KernelModulesPackaging
states that we shall use /usr/src/linux-headers-foo as KSRC, and when
you install a kernel headers _and a kernel image (in any order), the
build link shall be correctly set.

Still shipping a build link in the headers package is a bug,
and is not supported. kernel-package by itself does not ship a link
in the headers package, but handles the link in the postinsts, so
that the image and header packages do not have to conflict.
