However, getting this fixed in Debian/stable is probably not going to happen, because there is a simple workaround (like you posted), and Debian policy is to only upload fixes for important or serious bugs like security problems or things that make the package unusable (See Policy 5.5.1).
On the other hand, DCMTK upstream dropped the www component from their latest version, which means that this package will actually vanish with the next release - the latest version of DCMTK in unstable already comes without this dcmtk-www package. For this reason I tagged the bug as wontfix. If this functionality is vital to you, please talk to upstream.
