No, this is *not* what network.target is; this is primarily for
correct shutdown order. What you mean is network-online.target. See
man systemd.special(7).

However, I noticed that networking.service tries to do the right thing
here:

  Before=network.target shutdown.target network-online.service

but this is a typo -- this should be "network-online.target", not
".service". Then at least the "auto" interfaces would work as
intended. Guus, can you please fix this in git?

This doesn't change behaviour of "allow-hotplug" of course, but this
is a case of YAFIYGI -- there is no sensible definition of depending
on interfaces in the boot process which can be present or not or
appear at any time.
