Isn't this the idea behind invoke-rc.d?  invoke-rc.d should check,
whether privoxy should run (according to the rcX.d links) and if this
is the case, it is (re)started.

You're right, that I cannot be sure, that privoxy is really running,
if there are rcX.d links that start it in the current runlevel, but it
may be a good idea to restart it in such a situation, because the
daemon may have died and so a restart is required.  If the user
himself stopped the daemon, why didn't re change the rcX.d links or
/etc/runlevel.conf (maybe using update-rc.d)?
