Maybe related to: https://github.com/systemd/systemd/issues/1902 I don't think we have backported that fix to stable. Could you try the workaround of ordering the aliased swap units? Add a file /etc/systemd/system/swap.target.d/override.conf [Unit] After=$swapunits You can find out the precise swap units by using `systemctl list-units --type swap` You need to do systemctl daemon-reload after adding the file.
