Indeed, no package in the archive depends on it and it has been removed 
from testing due to a FTBFS bug.
I checked and neither xfsdump nor xfsprogs depend on it since at least 
oldoldstable.
If you do not think that this library is still useful for modern 
software then I recommend asking for its removal.
