If xdg-open is used, it opens 3 anonymous tabs in Google Chrome, while
in 2 tabs, one can see the content of:
file:///opt/google/chrome/google-chrome

This is issue of xdg-open rather than of google chrome IMHO

   * What exactly did you do (or not do) that was effective (or ineffective)?

xdg-open public_html/index.html

   * What was the outcome of this action?

3 tabs opened, one is the index.html page and 2 tabs show URI:
file:///opt/google/chrome/google-chrome

   * What outcome did you expect instead?
to open only the file public_html/index.html
