I do slightly worry that this may re-introduce issues that the use of
incremental assembly was intended to work around, but from reading the
bug report it seems that the issues with incremental assembly are
probably now affecting more users.
Please go ahead with the upload. I've CCed the installer list to ensure
that they're aware of the change.
