Add another person noticing this happening. >From looking through the bug reports, it looks like #787404 may be related to bugs #535049 and #683061. All resolve around nameservices needing to be started before ntpd.
As mentioned roughly 1/4th of the way from the top in bug #683061, "$named" is potentially many types of nameservices.
