while investigating which change in libxml2 caused the xml regression in postgresql-9.4 (#808325) I noticed that libxml2 has problems with the upstream changelogs: /usr/share/doc/libxml2/changelog.gz lists only changes from 1998 to 2009. /usr/share/doc/libxml2/NEWS.gz is missing the 2.9.3 changes.
