Well, but the fact is: you haven't yet finished interacting with
apt-listbugs! you still have to answer the above-quoted question (in
order to decide what to do with the packages under consideration)!

Depending on your answer, the outcome may be that you exit from
apt-listbugs or that you pin other packages, or what not.

This sounds really strange to me.
After all, hitting [q] to quit a program is not so general a rule as
you seem to imply. I've seen many cases where [Ctrl+q] has to be used.
And a good number of more unusual keys in other cases...
