Dear Maintainer,

to reproduce the bug
1. run wireshark,
2. select menu "Help->About",
3. switch to "License" tab.
4. There is no license


If wireshark is run from terminal. It's possible to see error message about
that problem:

"QIODevice::read (QFile, "/usr/share/wireshark/COPYING"): device not open"

I expect to see the license there.
