Sounds like this needs to be reassigned to systemd; it should just pass the flag.
I don't think it's quite that simple, since the bug would need to be cloned for each init system, initscripts, and anything else which calls sulogin on boot. Also, if there isn't general agreement that passwordless root login should be unconditional, the bug should probably belong to debian-installer (for a prompt and/or installation documentation).
