1. ensure that syslog-ng is running
2. introduce a syntax error in syslog-ng.conf (I forgot an "or" between
   two match filters).
3. `/etc/init.d/syslog-ng reload` does not give you any error, either
   a partial conf file is loaded or the reload is ignored.

Obviously the signal is one-way communication, so not sure how syslog
can easy communicate problems to the user (stderr?).
