I hope that tuptime can eventually be ran as non-root, but until then, it should be installed in /usr/sbin. I reported the bug upstream in https://github.com/rfrail3/tuptime/issues/23 In the meantime, you can override the systemd unit file by copying it to /etc/systemd/system and modifying the path there to fix that behavior.
