I spent a good part of the day trying to figure out what was going on
here. The internet is full of pleas from help from people who are
getting errors like:

Noone is getting a decent answer. The error message points to an
upstream webpage that does NOT state this restriction. The issue is also
bound to crop up frequently as you are unlikely to place your bacula
core on your most bleeding edge servers.
