That would be a very confusing result; the package ‘inform’ at version
X.Y installs also a different older version?

No, I think that's not something this package should do. The package
declaring version “X.Y” should install the program of upstream's
version “X.Y” and not an older version.

You may want to file an “RFP” for a specific older version to also be
maintained, but it won't be part of this package.

With no support for many years from upstream, I think what you're
actually calling for is not a package of upstream, but an active fork:
maintaining a fork from upstream's code to continue features they have
made obsolete.

I won't obstruct such efforts, but they don't IMO belong in this
package.
