I tried with NetworkManager. Interestingly, I didn't get any deadlock here. The /srv mount request simply failed immediately when there was no network available. Then I realized, that I had used debian-nfs:/nfs/srv in /etc/fstab Using an IP address instead of a name, I ran into the hang as well.
