Peter? The return code depends on the xmlto version. Starting with xmlto 0.0.27 (which was uploaded to unstable as 0.0.27-0.1 today), the return code is non-zero. Since this bug makes libxdmcp FTBFS[1], I am raising it to RC severity. I also confirm that the patch proposed by Peter Pearse (or just adding "<x></x>") fixes the issue.
