debbugs.gnu.org is GNU's debbugs instance I often use "bts --bts-server debbugs.gnu.org", but there is no equivalent for reportbug. It appears to require appending to SYSTEMS in debbugs.py. I'm not sure this would actually be useful --- for reporting upstream bugs in GNU Emacs, I mostly use "emacs -f report-emacs-bug". The issue arose this morning because someone had already done that, and wanted to add a follow-up "it's fixed now" comment, but didn't know how to reply from mutt using "bts ... show -m 123". He ended up just starting a new thread by emailing 123@d.g.o directly, but it would've been fun to try reportbug -N first. :-)
