There is still a need of a new libmailtools-perl in Debian, if we want to keep using the debian packages. Bugzilla 2.20 depends on libmailtools-perl, version >= 1.65, as ./checksetup.pl reports:
Bugzilla requires some Perl modules which are either missing from your system, or the version on your system is too old.
