Paul,

It would undoubtedly require a good deal of effort to produce
an operational "packagers's tarball" without the above.   However,
the existing tarball should support using preinstalled versions of
expat, zlib, and proj.  I am not aware of a standalone vpflib, so
for now that is best included in ogdi.  It might be appropriate to
modify ogdi to use an external shapelib, but for now that only
affects add-on utility programs.

So, my general feeling is that I'm not prepared to put the time
into OGDI to produce a tarball optimized for packagers.

Apparently it is somehow related to tcl/tk.  I'm not clear on
whether it is really needed or not anymore.

At one time OGDI maintenance was funded, at then I saw
a definative LICENSE file as important.
