Hi.  According to the dh_configpackage man page, the paths in debian/*.displace 
need not have a leading slash, just like other debhelper inputs.
However, the code generates errors like the following if you leave out the 
leading slash.
dpkg-divert: error: filename "etc/tomcat8/server.xml.psec-orig" is not absolute


I think the docs are correct and the code wrong; I don't expect to need the 
leading slash in debhelper input.
So, I think the slash should be inserted for dpkg-divert.
