Debian maintainer is needed to upload the package.

You are correct. Latest release is 3.6.1-beta3.
It is quite stable and has been out about a year.

yes, if you consider moving netcdf to non-free, then it might be
possible. Does this hold for gfortran-4.1 (from experimental) as well?

I'm not sure. I think the name-mangling issues. combined with user-preferences like single or double underscores, mean that
any binary netcdf f90 package is likely to be lightly used because most
scientific users will have to re-compile for their compiler/preferences.

again, I was asking for somebody else to package that ;-)

I have resisted becoming a true Debian maintainer for years now
and I'm not going to take the bait just yet :)
