You will need to provide either a shared library (preferable in case
security updates are needed, because otherwise all dependent packages
must be rebuilt for any security update) or _pic versions.  You will
also need to adopt freecdb upstream, since there's no upstream
maintainer either.  Thanks for volunteering!  I'm always pleased to see
new life breathed into a dormant project.

Incidentally, until freecdb makes it back into 'testing', packages
build-depending on it really shouldn't be in 'testing' either.
I'm not sure how much debian-release cares about that though.
