Yet another workaround is, once the panel is at its right size, changing
icon size by just one pixel. Icons will get rearranged the right way, and
then you can reset icon size to the previous value.

By the way, I also confirm the bug exists, running lxpanel 0.8.1 in Lubuntu
15.10.
