parted doesn't currently allow to partition DASDs when running inside KVM on s390 machines. This is caused by outdated DASD handling code originating from the s390-tools fdasd tool. Upstream parted has recently been updated to allow to recognize and partition DASDs that are passed to a KVM guest as virtio block devices.
