extract the tarball with the debian directory,
run dpkg-buildpackage -S -sa

then
pbuilder-dist sid create
pbuilder-dist sid build eviacam_version.dsc

and you will reproduce the issue.

Probably you are not running a clean sid environment.

I've added the fix suggested by Alex and now

pbuilder-dist sid build eviacam_version.dsc

works fine for me.
