Please report this to the upstream (Github issue).
I checked the code, it's not totally trivial since currently all builtin
applets are initialized on-the-fly and are only hidden/revealed when the
device goes up/down. Your wish means that we would need to maintain an
unknown number of devices and that number can change randomly... this
should be possible but has some implications in icewm's static
structure.
