The ‘/usr/share/’ hierarchy is controlled by the Debian packaging system, and is not an appropriate place for system administrators to make host-local customisations. The ‘/usr/local/share/’ hierarchy is conventionally a parallel hierarchy of files specific to the host, which the Debian packaging system is guaranteed not to modify.
