Those don't do anything for me, frankly speaking.
Now continuing with Format->Cells->Borders.

That is the correct way.

Then you probably need to fix your local SMTP agent to not send it directly
but over your provider (or you configured your provider and you didn't
authenticate properly).. A mail to debian-backpo...@lists.debian.org _is_ the
correct receepient. This BTS is NOT for bpo bugs.
