I set this to important because it makes the package useless to me, but
not sure if it is useless to everyone.

If I try to start a docker image:
docker start

cpuacct.usage_percpu  cpu.shares  notify_on_release  tasks

I don't have system.slice, docker needs this but it didn't need it
before OR its gone away.
