The build-time testing is disabled at the moment, because the tests need
net connection, which isn't wanted [1].

Upstream is going to rewrite the tests, so that they run completely offline
against pytest-httpbin (by the same author). That package is currently ITP.
If all which is needed is available and running (some deps needed for running
test having problems with Python 3.5) at the moment, I'm going to reinstall
the build-time testing.

DEP-8 testing is active, though.
