wondershaper is not a firewall, but it's tagged "network::firewall".  IMHO that 
tag should be removed.  In fact, with all the traffic shaping utilities in 
Debian, I think 
there should be a separate tag for them, maybe "network::shaping" or 
"network::bandwidth".
